November 3, 2025 – Phoenix, Arizona — Rainmakers Strategic Solutions LLC (Rainmakers) announced today the addition of Dr. Stephen Tregear as Head of Business Development. Stephen is a seasoned expert in federal health consulting and brings more than 25 years of experience leading large-scale health programs and business development initiatives.
Dr. Tregear joins Rainmakers from Booz Allen Hamilton, where he served as Chief Scientist and led the Social Science Research (SSR) Community of Practice. Since 2018, he has directed business development efforts for Booz Allen’s SSR portfolio, managing a robust pipeline of federal opportunities and supporting strategic growth across agencies including CMS, VA, NIH, CDC, SAMHSA, and the Department of Energy.
At Rainmakers, Dr. Tregear will lead the firm’s business development strategy, leveraging his deep understanding of federal health priorities to expand partnerships, drive growth, and position Rainmakers for long-term success.
