Empowering Quality Through Event Management at the
2025 CMS Quality Conference
Overview
The Centers for Medicare and Medicaid Services Quality Conference, hosted by the Center for Clinical Standards and Quality, serves as a national gathering for clinicians, researchers, advocates, thought leaders, program staff, and partners dedicated to improving health care quality. As CMS’s largest annual event, the conference plays a critical role in advancing quality, safety, equity, and performance across all CMS programs.
In 2025, CMS partnered with Rainmakers to deliver the Quality Conference held July 1 and 2 in Baltimore, Maryland. The event theme was Make America Healthy: Improving Health Outcomes Through Prevention, Quality, and Safety. This theme emphasized prevention focused strategies, higher quality, and improved safety outcomes for individuals and communities.
Challenge
CMS set out to deliver another successful Quality Conference, which was originally scheduled to take place in March 2025. Planning for the March event progressed smoothly with a fully produced agenda and all elements prepared for execution.
With the change in administration and evolving agency priorities, CMS determined that the conference would be better positioned later in the year. To maintain the same budget and venue while aligning with updated timing and program needs, CMS moved the event to July.
This required Rainmakers and CMS to work together to re-envision the entire conference. The agenda, session structure, communications, curriculum, hybrid design, and promotional materials all needed to be rebuilt on an accelerated timeline beginning in April. Rainmakers partnered closely with CMS throughout this transition and ensured that complexity never interfered with quality or attendee experience. The focus was always on helping CMS deliver the strongest possible conference for its mission and audience.
Solution
Rainmakers provided comprehensive end-to-end conference support to re-envision and deliver the July event. The team rapidly worked with CMS to develop a new agenda, restructure session formats, coordinate more than 100 speakers, reproduce communications and promotional materials, support executive level participation, and implement a fully hybrid approach that allowed in person and virtual attendees to engage with all sessions. The event design included grand plenaries, listening sessions, mini plenary sessions, breakout sessions, and prerecorded content to ensure a broad range of learning opportunities.
