Rainmakers is actively seeking a dynamic Project Director (PD) for a highly visible Center for Medicare & Medicaid Services (CMS) project aligning with one of its key Innovation Center Models.

We are open to this PD expanding his/her role to serving as PD for other data analytics projects and/or as a Data Analytics Lead to grow and secure additional business in this practice area. A highly self-motivated, organized person who has a passion to achieve and demonstrates strong leadership skills would be a great fit.

Key Duties/Responsibilities of the Project Director

  • Lead successful execution of a large, multi-year Centers for Medicare and Medicaid Services (CMS) data analytics project in alignment with the Project Management Body of Knowledge (PMBOK)
  • Serve as the primary point-of-contact and functional lead between client leadership and the Rainmakers’ project team, with ultimate project execution authority
  • Have ultimate accountability for management of scope, schedule, budget, resources, quality and risk management, and customer satisfaction
  • Develop and adhere to the Project Management Plan
  • Lead analytic design and framework development for Medicare and Medicaid encounter and claims analysis projects
  • Guide team in encounter data analysis, submission error identification, and root cause analysis
  • Supervise team in developing Tableau/PowerBI reports and dashboards that visualize analytic results at national, program, state, and Plan levels, as well as trends over time, summary and line-level information, as well State and other benchmark comparisons
  • Effectively lead the team in prioritizing multiple tasks and work under pressure to meet deadlines and for ad-hoc requests
  • Achieve CPARS that adhere to company standards
  • Serve as direct supervisor for project staff and perform supervisory functions as appropriate, including performance reviews; ensure resources are adequately trained
  • Assist the client in assessing solution alternatives and providing quality oversight for all project deliverables
  • Lead team in adapting to priority changes and evolving client needs
  • Prepare and submit administrative and financial reports as necessary
  • Serve on proposal teams, contribute to technical solutioning, and write proposal sections as required
  • Perform other duties as assigned

Education

  • PhD in Healthcare Data Analytics, Health Data Science, Healthcare Research, Statistics, Health Economics, Public Health with a focus on Policy and Analysis, or related field
  • Master’s Degree in or same related fields, and demonstrated strong project management, data analytics, and leadership skills

Relevant Knowledge

  • Government healthcare programs, Medicare and Medicaid
  • CMS’ Integrated Data Repository
  • CMS’ Chronic Condition Warehouse via the Virtual Resource Data Center, familiarity with, but not required
  • Federal government contracting, from serving in a senior role at a consulting or contracting firm
  • Data analytics
  • Business development
  • Proposal writing

Years of Experience

  • 8-10 years working in the federal healthcare contracting space
  • 10 years’ experience with federal government contracts required
  • 5 years managing projects for CMS
  • 10 years data analytics experience, preferably in the health care space
  • 5 years technical proposal writing experience

Special Skills

  • Experience leading projects of varying types and complexity in project management role
  • Federal government project and healthcare project experience required
  • Exceptional written and oral skills sufficient to communicate effectively with business stakeholders
  • Excellent analytical and problem-solving skills
  • Self‐directed and detail oriented
  • Experienced in technical writing
  • Strong sense of ownership, urgency, and drive

Software Proficiencies 

  • Proficiency in using Microsoft Office applications such as Visio, Excel, Word, and PowerPoint
  • SAS

Certifications

  • Project Management Professional (PMP) certification preferred, but not required
