Applying Risk Management and Integrated Scheduling Solutions to Improve Outcomes
The VA had recently outsourced a large, complex IT development contract including 13 major enhancements to multiple VistA enterprise patient and financial management systems in order to comply with time sensitive federal mandates. In addition to impacting other ongoing VA projects and the need to coordinate with external VA trading partners nationally, the level of complexity of its project was significantly increased by the strict deliverable timeframes dictated by the VA's Program Management Accountability System (PMAS) and federal regulations. The VA asked Rainmakers to review the contractor-developed project management plan.
Before the development project began, Rainmakers reviewed the relevant regulations and performed a comprehensive examination of the contractor-developed project management plan and in addition, reviewed the schedules, objectives and requirements of other ongoing projects impacting the same VistA systems. Initially we identified and prioritized known and potential scheduling and program risks. We then facilitated discussions with key stakeholder groups representing business and IT components to develop risk mitigation strategies and an integrated master schedule that ensured compliance with mandates and PMAS while minimizing risks to all associated projects.
The development project received approval to start and received commendations from the CIO for effective planning and risk management.
