Supporting VA Project Managers to Achieve Contractor Acquisitions for Mission Critical Projects
The VA's Office of Enterprise Development, with an outsourcing budget in excess of $500M was faced with a significant backlog of procurement actions that related to critical IT projects valued in the hundreds of millions of dollars. Acquisitions were severely delayed, threatening the OED's ability to respond to VBA, VHA and NCA customer needs and negatively impacting service to Veterans. Rainmakers, was part of a team that was engaged to reduce the backlog and develop strategies to prevent future backlogs.
Rainmakers assisted in the performance of an assessment of inventory and processes used by VA Project Managers (PMs) and found a lack of consistency in processes and also that PMs neither had the time nor the training to develop the acquisition strategies and compliant acquisition packages required by VA IT Acquisition Review System (ITARS) and the VA Office of Acquisition and Logistics (OAL). In addition we discovered that OAL capacity was not sufficient to address the backlog of procurements. Our solutions to address the immediate problem included, in collaboration with OED PMs and OAL: examining requirements, developing the acquisition strategies and acquisition packages, conducting market research, performing strategic sourcing, and identifying external contracting agencies to manage the procurements through Inter Agency Agreements (IAA). Our long-term solutions were focused on process improvement and included PM training, process mapping and procedure development.
Contracts for key, multi-million dollar projects in high visibility programs such as Capri, RISE, Pharmacy Reengineering, and Enterprise Testing Services were awarded, and contributed to the VA's goal of continuously improving services to Veterans.
